1. On October 18, 2016, the Defendant’s non-disclosure of the information listed in paragraph 1 of the Attached List against the Plaintiff, and on October 2016.

1. Details of the disposition;

A. From around 2003, the Seoul Special Metropolitan City performed the purification work of groundwater in the surrounding areas of the Yongsan Military Base with approximately KRW 7 billion, but continuously detection of total hydrocarbons (TPH) above the permissible level of groundwater in the vicinity of the Yongsan Military Base.

B. On June 17, 2013, the Ministry of Environment: (a) held a subcommittee on the environment of the U.S. military headquarters in Korea on consultation with the U.S. military base nearby the Yongsan Military Base; (b) decided to organize and discuss a working-level consultative body (EJG) in which both parties and environmental experts participate; and (c) decided to conduct an environmental investigation on the inside of the Yongsan Military Base for three times.

C. From May 26, 2015 to May 29, 2015, the Defendant organized an environmental technology expert, and conducted the primary environmental survey (hereinafter “first survey”), such as collecting samples of underground water inside the Yongsan Military Base and analyzing items related to oil pollution; from January 18, 2016 to February 25, 2016, the Defendant conducted the second environmental survey (hereinafter “second survey”); from August 4, 2016 to August 25, 2016 to the Plaintiff, the Defendant conducted the second environmental survey, such as collecting samples of underground water inside the Yongsan Military Base and its surrounding areas; from January 18, 2016 to February 25, 2016 to the date of the second survey, the Defendant conducted the second environmental survey on the information disclosure under Article 15 of the Act on the Collection of Groundwater Samples and its neighboring areas (hereinafter “the second survey”) and the second survey on the information disclosure under Article 361 of the Act on the Disclosure of Information on Environment 25, 2016.
