[2017 Highest 5649] The Defendant is a business owner who operates commercial sex acts in officetels under the trade name of “B”.

The Defendant leased heading 21807, A104, A1707, etc. of Mapo-gu Seoul Metropolitan Government Officetel B1807, and hired employees engaged in sexual traffic, such as E, F, G, H, I, and I, through “D,” etc., which is a job offer site. The Defendant attempted to continue to engage in sexual traffic, even if sexual traffic arrangement is controlled by the police, by guiding male sex purchasers, who are waiting for female employees, by advertising their places of business through the advertisement site, such as “J”, “K, etc., and reported advertisements, and by arranging sexual buyers, who are waiting for female employees and sexual intercourse.

2. On June 8, 2017, the Defendant guideed N in the above officetel A1004, which had found the above business establishment around 21:00 on June 8, 2017, the Defendant paid 170,000 won to F workers engaged in sexual intercourse to F workers of sexual traffic waiting in advance.

3. On June 9, 2017, the Defendant informed the O, which found the above store around 20:00, to the above officetel A1004, the Defendant paid KRW 150,00 to the female employees G of sexual traffic waiting in advance.

4. On June 15, 2017, the Defendant informed each of the above officetels A1707 and B1807, P and Q, each of which found the above businesses around 01:45, the Defendant paid KRW 150,00 to H and I, who were waiting for sexual intercourse.

In addition, the Defendant arranged sexual traffic for the same business from May 16, 2017 to June 15, 2017.

1. On February 6, 2017, the Defendant was notified of a summary order of a fine of KRW 3 million for a crime of violating road traffic laws at the Seoul Central District Court on February 6, 2017, and on August 22, 2017.
