Reasons

Punishment of the crime

1. On March 25, 2017, around 16:27, the Defendant: (a) discovered the victim E (a person under 19 years of age) who was living alone while making a physical display for the purpose of committing an indecent act on board a D observer car on the front side of Yangcheon-gu Seoul Metropolitan Government; (b) discovered the victim E (a person under 19 years of age) and driving the victim; and (c) opened the steering window at the front side of the Seoul Yangcheon-gu Seoul Metropolitan Government Fro on the same day, and on around 16:45, around the same day, whether or not “G stations” is available to the victim.
