Reasons

1. Basic facts

A. (1) The Incheon Regional Procurement Service affiliated with the Plaintiff and the Defendant under the Republic of Korea announced the purchase of procurement commodities related to the D business on March 14, 2012 upon the request of C City purchase. According to this, detailed matters concerning the location of the procurement commodities, are based on the standard attached to the relevant public announcement of tender, and the “D business instruction” document attached to the standard document (hereinafter referred to as “excess sheet”).
