Defendant
A is a person who operates the odometer in return for money, and Defendant B is the owner of the I Cost Shesch Rexroth, Defendant C is the owner of JMW car, Defendant D is the owner of the JMW car, Defendant E is the owner of the HM car, Defendant E is the owner of the LK5 passenger car and the MW car, and N (in the course of investigation) is the owner of the LK5 passenger car and the N (in the process of investigation).
1. No person shall change the odometer of a motor vehicle except in extenuating circumstances prescribed by Presidential Decree, such as breakdown or damage of joint crimes committed by Defendant A and Defendant B;

B around July 8, 2015, Defendant A requested Defendant A to change the mileage from 113,00 km to approximately 108,521 km, his own vehicle, and Defendant A responded thereto at the front of the parking lot at the Gangnam-gu Seoul, Gangnam-gu, Seoul, and the parking lot at the Sejongdong community service center: “DP4 (DIGPRG4)” which is a kind of vehicle diagnostic machine, is connected to one of the vehicle’s operating equipment (OBD) to one of the vehicle’s operating equipment (OBD) or was connected to chip on the back of the meter; around that time, the odometer changed from approximately 113,00 km to approximately 108,521 km to the next chip; and thereafter, the Defendant A changed the odometer from the following day to the next day of the crime to August 1, 2017.
Accordingly, the Defendants conspired to change the mileage of the vehicle more than six times in total.
