[Criminal facts] The defendant is a person who belongs to the B community service center located in Dongdaemun-gu Seoul Metropolitan Government and serves as a social service personnel.

Social service personnel shall leave their service or not serve in the relevant field for at least eight days in total without justifiable grounds.

Nevertheless, the defendant did not appear from the above Dongdaemun-gu community service center without permission for at least 11 days from December 22, 2015 to January 7, 2016.
