A person who intends to divert farmland in an agricultural promotion area shall obtain permission from the Minister of Food and Agriculture and the Livestock Industry, as prescribed by Presidential Decree, but the Defendant, on January 22, 2016, installed stone festivals in Gyeongnam-gun, Gyeongnam-gun, without obtaining permission from the Director of the Department of Food and Agriculture for Agriculture and Forestry, and diverted farmland to pack the following concrete.
