그런 데도 피고인들은 관할 관청으로부터 인가ㆍ허가를 받거나 등록 ㆍ 신고 등을 하지 아니하고, 2017. 2. 20. 경 부산 동래구 O, 201호에 가상 화폐 중개 및 코인 거래 업 등을 목적으로 하는 ㈜P [2017. 9. 1. 경 ㈜Q 로 상호를 변경한 후, 2017. 12. 12. 경 다시 ㈜P 로 상호를 변경함. 또 한 2017. 6. 21. 경 위 부산 동래구 O, 1 층에 ㈜R 을 설립하고, 2017. 12. 13. 경 부산 연제구 S에 가상 화폐 중개 및 코인 거래 업 등을 목적으로 하는 Q㈜를 설립하여 투자금을 수신함] 사무실을 차려 놓고, 불특정 다수의 투자자를 모집한 후 ‘ 장차 개설할 가상 화폐 거래소의 소액주주를 모집하고 있는데, 1 구좌 당 1,300,000원을 투자하면 매주 56,000 원씩 약 10개월 동안 최소 200만 원을 지급해 주겠다.
