Reasons
Punishment of the crime
The defendant is a seafarer of C, a Chinese fishing vessel.
The Defendant, around May 1, 2012, on board the said fishing vessel at approximately 20.8 nautical miles ( approximately 125 degrees 6 degrees east, 35 degrees 2 degrees east latitude, and 40 nautical miles on the part of the EZ), including the Hongan-gun, Haan-gun, the exclusive economic zone of the Republic of Korea, (hereinafter referred to as the exclusive economic zone of the Republic of Korea) and captured fish 2,150km using promising 43 meters in the telescopes of the water, and had the Defendant flow down from the Maritime Affairs Management Committee, as already planned before departure from China.
1. On May 1, 2012, the Defendant: (a) controlled on May 1, 2012, and carried out an investigation in the fact that the fishery guidance vessel E of the Yellow Sea Fisheries Management Association was under investigation; (b) recorded “D” in the column for the statement of the interrogation protocol; and (c) written the “D” in the column for the confirmation of the “profacing process certificate; and (b) forged the signature of each other by leaving the name back to the name; and (c) submitted the said document to the special judicial police officer of the Yellow Sea Management Association, a special judicial police officer of the said organization, who is aware of such circumstance, submitted the said document to file it in the investigation record; and (d) exercised the forged private signature.
2. On May 3, 2012, the Defendant, on May 3, 2012, under investigation conducted in the Yellow Sea Fisheries Guidance Line E, the Defendant: (a) made the statement of “suspect investigation report” without authority to exercise the investigation; (b) made the statement of “D” in the verification column of the “a confirmation certificate of investigation process”; and (c) made the signature of the other party by affixing the name in the name; (b) made the special judicial police officer belonging to the Yellow Sea Fisheries Management Group to submit the above interrogation report, etc. to the F, who is aware of such circumstance, and made the F, bound the said documents to bound the said documents to be bound into investigation records; and (c) exercised each forged signature.
