1. The plaintiff's claim is dismissed.

Reasons
1. Article 2 (Service Period) The design service period shall be from the date of the first contract to the date of establishment of the association;

Article 3 (Scope of Services) The scope of services entrusted to the Plaintiff by the Promotion Committee shall be the services of the basic design and the shop design prescribed by the basic design, remuneration standards, and other relevant Acts and subordinate statutes necessary for the execution of redevelopment projects, and the preparation of all the design documents necessary for the execution of redevelopment projects and the execution of all the services incidental thereto.

Article 21 (Matters of Special Agreement) The plaintiff shall not claim against the promotion committee the expenses he/she has invested in cases where the redevelopment project is inevitably suspended.
However, if a housing redevelopment project is promoted, the promotion committee should recognize the plaintiff's vested right.
