The prosecution of this case is dismissed.

1. The Defendant is a public official working in Jeonnam-do Office B, and the victim C is an elementary school alumni relationship with the victim C.

On June 11, 2018, the Defendant sent a text message to D, an elementary school alumni, stating that “C more introduces, I will look at, and be able to do so,” and D posted the text message received from the Defendant to E, in which six students participate in elementary school alumnis.

Accordingly, the defendant openly insultingd the victim.

2. Determination

(a) An offense subject to prosecution upon complaint: Article 312 (1) of the Criminal Act;

(b) Declaration of revocation of complaint filed by the victim after prosecution;

(c) Judgment dismissing public prosecution: Article 327 subparagraph 5 of the Criminal Procedure Act;
