1. The plaintiff's appeal is dismissed.

Reasons
The reasoning of this Court’s reasoning is as follows: (a) even if the fact-finding results on the head of the Health Insurance Review and Assessment Service are based on the fact-finding process of the first instance court; and (b) it is not sufficient to accept the Plaintiff’s assertion, and thus, (c) it is consistent with the reasoning of the first instance judgment.
Therefore, the judgment of the court of first instance is just, and the plaintiff's appeal is dismissed as it is without merit.
