All of the plaintiff's lawsuits against the defendants are dismissed.
Litigation costs shall be borne by the plaintiff.
Reasons
ex officio, we examine the legitimacy of the instant lawsuit.
The purport of the complaint's claim shall be one of the necessary matters to be stated in the complaint, and the details and scope thereof shall be specified clearly.
The purport of the instant claim is alone that it is difficult for the Plaintiff to specify the Defendants’ omission seeking illegal confirmation, and there is no content to specify the cause of the claim.
Since then, the application for change of the cause of each claim submitted by the Plaintiff was partially added to the complaint, but it still is insufficient for the Plaintiff to specify the function of the public authority disputing the instant lawsuit.
Since the purport of the claim cannot be specified solely by the written application for change of the complaint or the written application for change of the cause of the claim submitted by the Plaintiff, the instant lawsuit is erroneous in its legality. It is evident that the Plaintiff has no intent to correct any defect in

Therefore, since the plaintiff's lawsuit against the defendants is a lawsuit with unlimited law and it is not possible to correct the defects, it is so decided as per Disposition by the court below in accordance with Article 8 (2) of the Administrative Litigation Act and Article 219 of the Civil Procedure Act.
