1. On December 17, 2016, the Defendant for the excavation of a grave is a person who acts as an agent for the relocation of a cemetery under a trade name called B.

On August 22, 2016, the Defendant entered into a relocation contract on the condition that the three graves located within the boundary (E,F, and G) of the said land would be restored to the funeral-related laws and subordinate statutes for the three graves located within the boundary (E, F, and G), who is the landowner of the said land at Jeju.

On December 17, 2016, the Defendant excavated a grave on the land in Jeju-si, after filing a report on the reburial of the grave in question, but found that there was no remains, and that there was a small amount of grave in the immediately next C. In order to report the reburial of the grave in question, the Defendant tried to excavate the grave in question in the above C with a certificate of report on the reburial of the grave in question on the ground that there is a concern that the time would not result in the removal of the grave within the contract period. On February 17, 2017, the Defendant publicly announced the opening of a grave on or around February 17, 2017.
