1. All of the plaintiff's claims are dismissed.

1. Basic facts

A. On October 1, 2018, the Defendant, holding a public announcement of a plan for designation of a credit cooperative and an explanatory meeting, issued a public announcement of a plan for designation of a credit cooperative, prior to the expiration of the previous period of the credit cooperative agreement (on December 31, 2018), and held a briefing session on October 11, 2018 and distributed a proposal for designation of a credit cooperative.

B. According to the re-announcement of a plan for designation of a credit cooperative and the receipt of a proposal within the period of receipt determined only by the Plaintiff, the Defendant, on October 19, 2018, made a re-announcement of the plan for designation of a credit cooperative (hereinafter “re-announcement”) as follows (the re-announcement was stated in the re-announcement of the plan at the time of application by one financial institution on October 1, 2018), and the Plaintiff and C submitted a proposal to the Defendant to participate in the tender on the designation of the credit cooperative (hereinafter “instant bid procedure”).

1. Number of credit cooperatives: Designation of credit cooperatives which manage all of the cash funds of a single general account, special account, revenue and expenditure;

2. Period of agreement: Three years (from January 1, 2019 to December 31, 2021);

3. Designation method: Designating a financial institution with the highest score as a result of examination by the Deliberative Committee on Designation of Cooperatives in Gwangju Metropolitan City B;

6. Loaning and deposit interest rate (16) to the Gu for the credit rating and stability of the financial structure (33) at home and abroad of financial institutions based on evaluation items and allocation criteria to the local community contribution and cooperative project (22) with the Gu (9).

8. The procedures for and details of deliberation, evaluation and other evaluation in an objective and fair manner compared with the data publicly announced by relevant institutions, such as the Financial Supervisory Service, in the Gwangju Metropolitan City B-Gu Treasury Designation Deliberation Committee pursuant to the Gwangju Metropolitan City B-Gu Rules on Designation and Operation of Treasury, shall be determined by the Seoul Metropolitan City B-Gu Treasury Designation Deliberation Committee. Other proposals shall be determined by the Guidelines for Application for Designation of Treasury Designation.
