Defendant
A shall be punished by a fine for negligence of KRW 8,000,000, and by a fine of KRW 1,000,000.

Reasons
Punishment of the crime

1. Defendant A is the president of the clan in the clan, and the F is the members of the same clan.
A. Defendant A, on May 2016, prepared a resolution for the special meeting of the E clan by a certified judicial scrivener on November 15, 2015, stating that “No. 1 is damaged: the case of damage to the standard tree around the funeral of this clan; the case of permission for removal of trees accompanying the above subparagraph 1; the case of appointment of the representative: “No. 3 is: four members of the clan who attended the resolution shall prepare a written resolution and affix their seals on their name.” On November 15, 2015, Defendant A, who signed the resolution for the special meeting of the E clan, to other than the employees of the instant case, who may not be aware of it, written the resolution by the E clan: “No. 1 and all members of the clan shall be registered as operating members and all members of the operating committee, I, and the members of the operating committee and auditors” on the following day; and signed it as “No. 1 and the member and auditor” on the same.
E A. The official seal of clan was affixed.
B. On August 3, 2016, Defendant A submitted a forged “written resolution of the Steering Committee” to the public officials of the Yangju City View Park and the K Team, which were located in Yangju City 1283 (Yyang-ro 1283) in order to obtain the “written permission for the business within the forest conservation zone.”

Defendant A made a false statement at the time and place stated in Paragraph B. B., using the forged resolution of the Steering Committee, Defendant A made a false statement to both viewing and viewing forest and K team public officials L, who are not aware of such false fact, stated the false fact in “the permit for the business within the forest conservation zone”.
(d)
Defendant A, at the original copy of the defective entry document, filed a false report and exercised the “certificate of permission for the business within the forest conservation zone (water resources development protection zone)” by having the two-way viewing forest and the K Team keep it in the two-way viewing forest.

2. Defendant A who forged a private document shall N.M. in the Dongducheon-si around May 2016.
