피고인은 부경 주식회사 C로 있었던 자로, 2014. 11. 6. 09:00경 평택시 모곡동 297-8 소재 부경 주식회사 사무실에서 피해자 D(44, 여)에게 전기세 등 돈을 주지 않는다는 이유로 "씨팔, 빚갚아"라 등의 욕설을 하며 쟁반을 던지고 같은 회사 마당에서 같은 회사 직원들이 보는 가운데 "빚을 갚아라, 사기꾼아"라고 소리를 지르는 등 같은 날 13:00까지 사이에 약 1시간가량 소란을 피워 회사 업무를 방해한 것이다.
