The defendant's appeal is dismissed.

1. Summary of grounds for appeal;

A. misunderstanding of facts and misunderstanding of legal principles are only passive measures to arrange the electoral registry in a situation where the board of directors is not opened for the decision of an unqualified member without any notification from the fishing village fraternity, which is most well known of whether the Defendant is a member of the electoral registry, and they do not intentionally

Nevertheless, the lower court erred by misapprehending the legal principles or by misapprehending the legal principles, thereby adversely affecting the conclusion of the judgment.

B. The sentence imposed by the lower court on the grounds of unreasonable sentencing (two million won of fine) is too unreasonable.

2. Determination

A.
