Reasons
Punishment of the crime
(2) No person, other than the Seoul Olympic Sports Promotion Foundation or an entrusted business entity, shall issue sports betting tickets or similar things (including the issuance by means of information and communications networks) and provide property or property benefits to persons who win at the betting, and no person may open a space for gambling for profit.
F served as the president of an illegal online gambling site, the total size of which is approximately KRW 10.98 billion, such as “G”, “H, I, “K,” “K,” and “L,” taking charge of overall management of the operation of the site, including distribution of total income, employment and placement of the president’s employees, and reorganization of the site.

N plays a role in employment of employees, management of earnings, purchase of passbook in large amount, and negotiation of domestic total sales market as the office of Korea of the above site.
Defendant
A received monthly wage of KRW 2 million or KRW 3 million from the said F, M, and N, and was employed from March 2014 to June 2016, A was in charge of the above illegal online gambling site management, sports operation, customer center response, etc. at the local office of Vietnam, the Philippines, from March 2014.
Defendant
B received monthly wage of KRW 2 million or KRW 3 million from the above F, etc., and was employed from April 2013 to April 2014, and was in charge of duties similar to Defendant A with respect to the above illegal online gambling site at the Vietnam local office.
Defendant
C and Defendant D receive monthly wage of KRW 2 million or KRW 3 million from the above F, etc., and are employed from February 2015 to June 2016, the above online gambling site is located at the Switzerland’s local office.
