Criminal facts

No person shall operate any motor vehicle which is not covered by mandatory insurance on a road.

Nevertheless, around 19:10 on April 14, 2015, the Defendant operated 125 cc. obs in the name of 125 cc, which was not mandatory insurance, from approximately 2 km section from the front side of the Busan metropolitan area to the front side of the tetrag in the Tong-dong, through through Tong-si.
