In the case of a violation of the Narcotics Control Act at the Incheon District Court on August 23, 2001, 6 months of imprisonment with prison labor for a violation of the Narcotics Control Act (marijuana) at the Incheon District Court’s Vice Branch on May 23, 2003, and on December 21, 2005, 1 year of imprisonment with prison labor for a violation of the Narcotics Control Act (marijuana).
[Criminal Facts]
1. On December 2015, the Defendant purchased approximately KRW 0.1g 10,000,000 from a non-foreignerd foreigner in D Park located in Mapo-gu Seoul, Mapo-gu, Seoul (hereinafter “ one-person philopon”).
2. Medication of phiphones.
A. On December 15, 2015, the Defendant: (a) administered Fbuphone 0.03g in a passenger car, which was parked in the 521 underground parking lot of Kimpo-si, Kimpo-si, Kimpo-si, by mixing the Fbuphone 0.03g in a coffee.
B. On December 20, 2015, around 02:00, the Defendant administered crophones by mixing 0.03g of crophones with coffee at the H’s neighboring place located in Gangnam-gu Seoul, Gangnam-gu, Seoul.

On December 20, 2015, the Defendant, at around 04:00, administered the Defendant’s arms by inserting approximately 0.03g of philopon into a single-use safeguard unit located in Gangnam-gu Seoul Metropolitan Government, and dilution with water.
【Fact of the cause of the medical care and custody】 Although the Defendant was punished for three times due to the administration of phiphones and marijuana, he/she needs to receive the medical treatment at the treatment and custody facilities for the treatment of narcotics addiction, and there is a risk of re-offending.
