The Defendant, as a person with no military service, was issued a notice of convening a call for military force mobilization training under the name of the head of the Incheon Military Service Branch, that he would undergo military force mobilization training conducted by the 72 association 516 army units from July 3, 2018 to July 5, 2018, but did not enlist at the designated date without justifiable grounds.
