The defendant's grounds for appeal citing the judgment of the court of first instance are not significantly different from the allegations in the court of first instance, and the evidence duly adopted and examined in the court of first instance and the evidence additionally adopted and examined by this court are justified in finding facts in the court of first instance and determining

Therefore, the reasoning of the judgment of this court is identical to that of the judgment of the court of first instance, except for the addition and modification of a part of the following, and thus, it is acceptable in accordance with Article 8(2) of the Administrative Litigation Act and Article 420 of the Civil Procedure Act

In regard to this, the defendant argues that "the head of a child care center shall immediately transfer the infant to an emergency medical institution where an emergency situation occurs due to a disease, accident, disaster, etc." in Article 31 (2) of the Infant Care Act, and that such obligation shall be borne by the head of a child care center as well as infant care teachers.
