1. All of the plaintiffs' claims are dismissed.
2. The costs of lawsuit are assessed against the plaintiffs.
Reasons
1. Facts of recognition;
A. 1) On August 1, 2007, I of the U.S. nationality is called "L" (English name is called "M" and "N" as a regular foreigners' school, which is a building located in Yongsan-gu Seoul Metropolitan Government from J around August 1, 2007.

However, the J refused to renew the lease agreement and requested the delivery of a building at the time of the expiration of the lease period in 201, as well as the provisions of the Act on the Establishment and Operation of Foreigners' Schools and Foreign Kindergartens (hereinafter “Rules”) enacted on February 6, 2009, which was enacted by the J around 201.
According to Article 4, the teachers and school sites of a foreigners’ school should be the ownership of the founder and operator of the relevant school. Therefore, in order for I to continue to operate the school after transferring L, I required to own L teachers and school sites. However, I did not have any funds to acquire the ownership of L teachers and school sites. 2)O proposed I to purchase the building and site that I could transfer L to I, and accordingly, theO entered into a business agreement (MU) with I on December 26, 201 through the P Co., Ltd. (hereinafter “P”).
However, as the O did not seek L transfer sites, the above work agreement was repealed.
3) Since then, on March 30, 2012,O entered into a contract with I to transfer all rights and responsibilities relating to L to P through P. B. Article 60-2(1) of the Elementary and Secondary Education Act and Article 10(1) of the instant provision to enter a foreigners’ school, one of the parents is a foreigner, or the child to be admitted must have resided in a foreign country for more than three years.
2O, after acquiring L's operating right under the above contract, intended to enter L to increase the tuition income after acquiring L's operating right, domestic residents who do not have qualifications for admission to foreigners' schools. To this end, L's Office of Education in Seoul Special Metropolitan City (Seoul) on July 10, 2012.
