1. Basic facts
A. The Plaintiff as a party (former trade name: ELA Property Insurance Co., Ltd.) is an insurer who has concluded a comprehensive automobile insurance contract with the said company with respect to the B Blue vehicle owned by the said company (hereinafter “instant vehicle”).
The defendant is a local government that manages the road at the place where an accident occurred as follows:
