All of the prosecutions of this case are dismissed.

1. Summary of the facts charged

(a) No person who violates the Act on Promotion, etc. of Information and Communications Network Utilization and Information Protection shall make any codes, letters, sound, images, or motion pictures creating fear or apprehensions reach another person repeatedly through information and communications networks;

Nevertheless, at around 12:39 on August 16, 2018, the Defendant sent text messages to the victim’s cell phone with the victim’s cell phone with the victim’s husband on the grounds of suspicion that the victim D is suspected of having a person with bad wheels with his husband. B.
