1. The plaintiff's claim is dismissed.

1. Basic facts

A. 1) The Defendant’s instant bid: (a) “Chayang Cultural Village Cadastral Confirmation Survey Services” under Article 2017-909 of the Cheongyang-gun’s Public Notice of Cheongyang-gun on October 25, 2017 (hereinafter “instant Services”).
