1. The plaintiff's appeal is dismissed.

The purport of the claim and appeal is the purport of the appeal.

The grounds for the Plaintiff’s assertion in the trial at the trial are not significantly different from the allegations in the trial at the trial at the first instance. However, even if the Plaintiff re-examines the evidence submitted in the trial at the first instance, the judgment of the first instance that rejected the Plaintiff’s assertion is justifiable.

Therefore, this court's reasoning is the same as the reasoning of the judgment of the court of first instance, and thus cites it as it is in accordance with Article 8 (2) of the Administrative Litigation Act and Article 420 of the Civil Procedure Act.
