Defendant shall be punished by a fine of KRW 3,000,000.

Punishment of the crime

No person may intermediate other persons' communications or provide them for communications using telecommunications services provided by a telecommunications business operator.

Nevertheless, on February 13, 2018, at a place where it is difficult to identify the place, the Defendant expressed a letter on the purchase of USIM at the Internet portal site, and attempted to sell the same to the needy (USIM).
