Defendant shall be punished by a fine of KRW 2,000,000.

If the defendant does not pay the above fine, 50,000 won shall be one day.

Punishment of the crime

A person who intends to construct or repair a building shall obtain permission from the Governor of a Special Self-Governing Province or the head of a Si/Gun/Gu.

Nevertheless, on June 27, 2013, the Defendant newly constructed a facility with a total area of 200 square meters in Suwon-si District B, an urban area, without permission from the competent authority.
