1. The Defendant’s KRW 1,098,928,338 as well as 5% per annum from June 1, 2012 to August 22, 2012 as to the Plaintiff.

1. Basic facts

A. On June 26, 2006, pursuant to Articles 5, 7, and 8 of the former Act on Special Measures for the Construction, etc. of National Rental Housing (amended by Act No. 8852 of Feb. 29, 2008), the Minister of Construction and Transportation publicly announced the content that, pursuant to Articles 5, 7, and 8 of the former Act on Special Measures for the Construction, etc. of National Rental Housing (amended by Act No. 8852 of Feb. 29, 2008), the members of Sungnam-gu, Sungnam-gu, Sungnam-gu, Sungnam-gu, Sung-dong

B. The Korea National Housing Corporation (the Korea National Housing Corporation and the Korea Land Corporation were merged with the defendant on October 1, 2009; hereinafter the same shall apply), which is a housing complex development project of the above housing complex, shall establish an implementation plan for an industrial complex development project in which the above development plan was embodied as to the above planned area and obtain approval from the Minister of Construction and Transportation on January 4, 2007.

On November 9, 2007, the above development plan and implementation plan were approved and announced respectively.

The defendant prepared the Class 1 district unit planning, which is the subordinate guideline of the above implementation plan, and the commercial land has been indicated as follows.

Details of the plan for classification of drawing number (household number) 1 C1-C10 and permitted use under Article 71(1)9 of the Enforcement Decree of the National Land Planning and Utilization Act and Article 40 of the Urban Planning Ordinance of Sung-nam City, including the School Health Act and other Acts and subordinate statutes, for purposes other than permitted use of buildings which may be constructed in the area for the relevant use in accordance with Article 71

C. From July 22, 2010 to August 13, 2010, the Defendant published the above district unit plan on the Defendant’s Internet homepage “public notice of the supply of commercial land in Sungnam Water Zone” to sell commercial land located in the said district unit plan through competitive bidding.

Around that time, the Defendant produced and distributed the book "Seongnam Water Site Supply Guidance", and this booker concerns commercial land.
