1. Each of the plaintiffs' claims is dismissed.
2. The costs of lawsuit are assessed against the plaintiffs.
Reasons
1. Details of the disposition;
A. On June 22, 2012, the Plaintiff A and LebC obtained a construction permit from the Defendant for the apartment housing on the land outside Suwon-si and 1, and the Defendant applied for a extension permit to the Defendant on the ground that the construction was not commenced within one year from the date of the construction permit. On July 8, 2013, the Defendant notified the Plaintiff, etc. that the construction should begin within two years from the date of the permission.
In addition, one of the nominal owners of the above building permit was changed from Les&C Co., Ltd to the Plaintiff Co., Ltd on November 2013.
B. The Plaintiffs did not commence construction works until the lapse of June 22, 2014, two years after the date of the above construction permit, and the Defendant revoked the above construction permit on January 14, 2015 (hereinafter “instant disposition”).

2. Whether the instant disposition is lawful
A. The plaintiffs' assertion 1) The plaintiffs' failure to commence construction work more than two years after the date of the building permit did not commence construction work because it was impossible to remove existing buildings on the site subject to the building permit due to the wind commencement of the auction procedure. Accordingly, the disposition of this case revoking the building permit on the ground of justifiable grounds is unlawful. 2) The plaintiffs filed an application for deliberation on the change of building permit to the defendant several times since December 2012, because the construction of multi-family housing in accordance with the original building permit might cause economic or financial problems, and the defendant's building committee made a conditional resolution on the revision of the building plan of the plaintiffs around July 2014.
