The first instance court.

1. The reasoning of the judgment of the court of first instance is the same as that of the relevant part of the judgment of the court of first instance. Thus, this part of the reasoning is cited in accordance with Article 8(2) of the Administrative Litigation Act and Article 420 of the Civil Procedure Act.

2. Determination:

A. As to the first argument, Gap evidence Nos. 2, 15, 29, 30, Eul evidence Nos. 1, 10, 11, 12, and 18 (including each number), and the result of the on-site verification by the court of the first instance, the following facts can be acknowledged in full view of the purport of the entire pleadings as to the appraiser J of the court of the first instance.
