1. All of the plaintiffs' claims are dismissed.

2. The costs of lawsuit are assessed against the plaintiffs.

(b) The Minister of Trade, Industry and Energy is entrusted with the duties concerning restrictions on participation in national research and development projects by the Minister of Trade, Industry and Energy under Article 57 (4) 3 of the Enforcement Decree and the duties concerning recovery of all or part of the project funds

B. On May 19, 2016, the Minister of Trade, Industry and Energy publicly announced (hereinafter “instant public announcement”) the Korea-U.S. International Joint Technology Development Project (hereinafter “instant project”) in 2016, as follows, under Article 2016-253 of the Public Notice of the Ministry of Trade, Industry and Energy.

According to the accelerating of open innovation and global technology competition, it shall secure overseas expansion and advanced technology by effectively utilizing overseas technicians, and shall enhance the financial and technical competitiveness to cooperate with the advanced R&D institutions of the United States on the basis of an agreement between the agencies of the two countries of the United States CCAM - KIAT * Korea Institute for Advancement of Technology (Korest Investment, Adancey, the defendant) * Korea Institute for Advancement of High-Tech (KOM) * Korea Institute for Advancement of High-Tech (Klorewethth, Adance DanceD) - Short-term: general field of high-tech manufacturing innovation - mid- and long-term: 1) markets in operation - 3D - Short-term and long-term 100 million won in performance of the project, 3D - Short- and long-term 15 billion won in performance of the project, 3D - Short-term and long-term 150 billion won in and out of the budget of the United States Association.

C. On June 15, 2016, Plaintiff A: (a) on the part of the Defendant on June 15, 2016, pertaining to the task to develop “E” (hereinafter referred to as the instant project task) using C [C; hereinafter referred to as “C”) as a foreign participating institution (the responsible D phone number and e-mail is indicated; hereinafter the same shall apply).
