1. It is confirmed that the Defendant’s failure to take each of the reports listed in the separate sheet is illegal.

The Ministry of Environment, Jeonnam-do and the Defendant, the Plaintiff, and the Korea Environment and Resources Corporation are manufactured by using inflammable domestic wastes among solid fuels and pre-treatment facilities and solid fuels (hereinafter “RF”), and as at the time of the instant agreement and the following agreement on March 27, 2009, it was recognized as solid fuels of Sung-type RDF, but it was recognized as solid fuels by implementing the Enforcement Rule of the Act on the Promotion of Saving and Recycling of Resources, amended by Ordinance No. 304, Jul. 13, 2009, as well as the Enforcement Rule of the Act on the Promotion of Saving and Recycling of Resources.

Meanwhile, the enforcement rules of the Act on the Promotion of Saving and Recycling of Resources, which was amended by Ordinance of the Ministry of Environment No. 497 on January 31, 2013, are divided into SRF (Slofuse Fuel), BIO-SRF (Bioms-Slouse Fuel), and the existing sex and non-specific type RDF are classified into SRF.

For the unification of the terms below, the term "RF" should be used in the same terms as the existing terms with respect to the SDRF manufactured by using domestic wastes.

It is agreed that cooperation shall be made as follows to develop a resource-circulating energy city, such as the introduction of energy infrastructure for the utilization of such infrastructure:

The Ministry of Environment shall systematically support the demonstration project for the use of pre-treatment facilities and RDF promoted by Jeonnam-do and Jeonju-si and shall exercise overall control over the project.

Jeonnam-do and Jeonju-si shall create a resource circulation-oriented energy city, such as the installation and support of electric treatment facilities and the utilization of produced RDF.

The plaintiff shall establish and operate an energy infrastructure using RDF, etc. in the Jeju Innovation City.

The Korea Environment and Resources Corporation shall conduct practical affairs, such as technical assistance and contracting affairs, for the successful installation of electric disposal facilities and energy infrastructure.

Each agency shall endeavor to comply with the agreed terms and conditions on the basis of good faith and sincerity.
