1. On May 29, 2015, the Defendant issued a disposition to revise the volume of a negotiated contract to a veterans welfare organization for the Plaintiff on May 29, 2015.
Reasons
1. Basic facts
A. On May 31, 2013, the Plaintiff manufactured and supplied new combat clothes of 58,830 won with the payment of the government-funded force from May 31, 2013 to December 24, 2013; the delivery period was from June 28, 2013 to December 24, 2013; the contract was entered into with the amount of KRW 1,683,126,300; ② the production and supply of the new combat force of 59,028 won with the payment of the government-funded force on January 2, 2014; and the delivery period was from January 10, 2014 to June 30, 2014; and the contract amount was concluded with the amount of KRW 843,805,260 won.
(hereinafter “Prior Contract”). (b)
From June 28, 2013 to May 2014, the Plaintiff received payment from an enterprise designated by the Defendant pursuant to the preceding contract, and produced a new type combat uniform and supplied it to the required military unit. The Plaintiff did not refund approximately KRW 3,148 meters remaining after delivery (hereinafter “the instant surplus source”).
C. On May 29, 2015, the Defendant notified the Plaintiff on May 29, 2015 that (i) the ratio of the quantity of the negotiated contract allocated in 2015 to each item shall be reduced by 5%, and (ii) the ratio of the quantity of the negotiated contract allocated in 2016 to each item shall be reduced by 5% from the ratio of the quantity allocated in 2016 to each item.

The Plaintiff: (a) under a negotiated contract with the Defendant represented by the State; (b) the supply of one item, other than the Pacific beverage on July 2, 2015, and the contract amount of which is KRW 124,369,848; (c) the supply of one item, other than the drinks on July 7, 2015; and (d) the contract amount of which is KRW 2,363,030,308; and (c) the supply of six items, other than the Gawing Fitts, from August 21, 2015 to August 31, 2016; and (d) the contract amount of which is KRW 741,349,312; and (e) the supply of the two items, other than the laf pattern, from August 21, 2015 to August 31, 2015 to August 17, 2015; and (e) the supply of the digital combat pattern to KRW 17,58.7.
