Reasons
Punishment of the crime
On April 11, 2015, from around 16:40 to 19:00, the Defendant participated in an assembly with the names of 416 joint members and 2,500 participants in the assembly, such as the 4.16 Family Council B, family members in the Jongno-gu Seoul Metropolitan Council B, and the family members in the Sewol ferry, and participated in the assembly of “the destruction of Presidential Decree and the acts of demanding mutual support for the Sewol Ferry.”
From around 19:05 to 20:00 on the same day after the end of the above assembly, 2,50 participants at assemblies, including the Defendant, proposed a relief such as the domination of the following: (a) the three-lanes in Seoul Jongno-gu, occupied the five-lanes in front of the small park; (b) the three-lanes in front of the small park were cut off by the police gate in front of the small park, and the three-lanes were cut off by the police gate in front of the small park, around 20:10 on the same day, at around 20:20:10, the three-lane R (five-lanes in front of the Sejong Culture Center) at 1:20 on the same day; (c) the two-lanes in front of the Seoul Y 2:20:31 on the same day; (d) the two-lanes in front of the Seoul Y 2:1:20 on the direction of the two-lane Spe.
After that, the number of 1,500 people who participate in the assembly are occupying the whole lane in front of the luminous Slock Span and the historical museum, and raising the relief of “Slocks in the Slocks and the Enforcement Decree of the Government,” and holding the same peting, etc., affixed with the following seals.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.
