1. All of the plaintiff's claims are dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

1. Details of the disposition;

A. As of June 14, 2007, the Plaintiff finally obtained a construction permit from the Defendant to newly build a multi-household detached house (17 households) with a total floor area of 260.75 square meters and a total floor area of 639.33 square meters on the land of 663 square meters and 663 square meters in Ansan-si B, Ansan-si, the Defendant around June 14, 2007 (hereinafter “instant B house,” and “instant C house”).

B. The Plaintiff, in 7 households of each of the instant housing, built a separate entrance and electric gas facility, and installed each measuring instrument, mail box, etc. so that 24 households can move into.

(The boundary of each household has used a method of pre-fluoring tin, but the construction was completed at a part of the expanded household).

On January 24, 2011, the Defendant urged the Plaintiff to implement the corrective order on March 18, 201, “by no later than April 18, 2011,” under Article 79 of the Building Act, on the ground that “the instant housing was constructed from 17 households to 24 households without undergoing the procedure for modifying the permitted matters under Article 16 of the Building Act, and is using the building without obtaining approval for use under Article 22 of the Building Act,” and urged the Plaintiff to implement the corrective order “by no later than April 18, 2011.”

On May 7, 2012, the Defendant issued a corrective order to the second Plaintiff with the foregoing content, and urged the second Plaintiff to comply with it by July 19, 2012.

E. On October 30, 2012, the Defendant imposed KRW 165,513,750 as charges for compelling the performance of the instant housing B; KRW 165,172,870 as charges for compelling the performance of the instant housing; and on June 26, 2013, the Defendant corrected the size, etc. of the non-violation upon the Plaintiff’s filing of objection; and on August 7, 2013, the charges for compelling the performance of the instant housing B was KRW 83,66,310 (i.e., the current base price of KRW 494,00 per square meter x 50/100 x 335.05 square meters x 494,000 x 2/100 x 92 square meters x 92 m2 prior to the occupancy area) on the instant housing.
