Reasons
Punishment of the crime
1. Defendant A, B, C, D, E, F, G, H, K, L, and M (the status and role of the parties) are the representative director of the Water Quality and Environment Control Agency (State) in Guro-gu Seoul Metropolitan Government AB building 905, who is a person in charge of overall control over the wastewater treatment, etc. of each salt coloring business entity from May 201 to June 30, 201, and from September 1, 201 to September 1, 201, by concluding a contract with approximately 20 of the Jung-gu salting business entities located in Jongno-gu to manage wastewater treatment respectively.

B From around June 30, 2007 to around April 201, when retired as Grade V environmental officials of the Seoul Metropolitan Government Office, B works respectively as directors of the Water Quality and Quality Control Agency (ju), (NaD), (NaE), from around September 10, 2009 to around April 201, and from May 201 to November 10, 201, as directors of the Water Quality and Environment Management Agency (ju), while performing their respective duties as directors of the water quality and environment management agent business from May 201 to November 20, 201, and performed overall tasks of performing each wastewater treatment agency of Jongno-gu large-scale salting companies, which entered into a contract with the said company as proxy for wastewater treatment management.

C As a doctor’s degree of materials and engineering of AF University, from September 1, 201 to around July 1, 201, C works as a director of the said State, and from around September 1, 201, from around September 1, 201 to November 9, 201, approximately 20 of the mid-gu Seoul Special Metropolitan City Schropsing Business from around September 1, 201 to around November 30, 201, approximately 50 of the Jung-gu and Jongno-gu Multichropsing Business from around November 10, 201 to around June 30, 201, and around 20 of the mid-gu Special Metropolitan City Maropsing Business to around July 1, 2012.

D is the chairperson of the Jongno-gu Seoul Metropolitan Government Association, which consists of about 30 members of the Jongno-gu D, and is a person who operated a “AI”, which is a salter in Jongno-gu Seoul Metropolitan Government AH, and treated saline wastewater together with each water quality management agency, such as the above week AC.

E is the general affairs of the above “AG Association,” and the water quality and environment of each State, such as the above State, while operating the “AK”, which is a salter in Jongno-gu Seoul AJ.
