A. On May 1, 2018, the Plaintiff entered the Republic of Korea as a foreigner of Uzbekistan nationality in a short-term visit (C-3), and applied for refugee status to the Defendant on October 12, 2018.

B. On May 15, 2019, the Defendant rendered a decision to deny refugee status on the ground that the ground for applying for refugee status does not constitute “a sufficiently-founded fear that the applicant would be subject to persecution” as a requirement of refugee status under Article 1 of the Convention Relating to the Status of Refugees (hereinafter “Refugee Convention”) and Article 1 of the Protocol Relating to the Status of Refugees (hereinafter “Refugee Protocol”).

2. Whether the instant disposition is lawful

A. The Plaintiff asserted that he was going to go to the hotel manager, and the Plaintiff reported to the intelligence agency that he was suspected of being suspected of being a guest who left the hotel, and that he was threatened by three to four days after being threatened with the cancellation of the information.
