1. The plaintiff's appeal is dismissed.
2. The costs of appeal shall be borne by the Plaintiff.

Reasons
Basic Facts
On September 10, 2007, the Minister of Construction and Transportation publicly announced B of the Ministry of Construction and Transportation with respect to each of the instant land, and the Korea Highway Corporation, the project implementer of the said public works, obtained land indicated in the separate sheet (hereinafter “each of the instant land”) from around 2007 to around 2009 as a public site, and completed the registration of ownership transfer to the Defendant around that time. On January 6, 201, the Gyeongbuk-do Governor decided that the land including each of the instant land was a body road (AE; hereinafter “the instant secondary road”) of the “E” as a new traffic facility. The Korea Highway Corporation, the project implementer of the said public works, obtained the land indicated in the separate sheet (hereinafter “each of the instant land”) from around 2007 to around 209, and completed the registration of ownership transfer to the Defendant. On the other hand, the Plaintiff entered the same part as the “E” in the plan for the instant golf course (hereinafter “the instant land”).
On February 6, 2013, according to the opinion of the elderly group, the AE Korea Highway Corporation (head of the AE Highway Construction Project) transferred the instant secondary roads to the elderly group and issued an opinion that it is reasonable for the elderly group to implement the construction. On March 6, 2013, the Plaintiff entered into a business agreement with the elderly group to bear all expenses incurred by the Plaintiff in implementing the project to open the access roads to the said golf course, and to assume responsibility for various authorizations and permits and civil petitions.
On July 5, 2013, the Korea Highway Corporation decided that the ownership of the instant secondary roads (concentrationAE, 532.06 meters wide, and 8m wide) shall be transferred to the elderly group while maintaining the current ownership of the instant secondary roads (the Ministry of Land, Transport and Maritime Affairs).
