Defendants shall be punished by imprisonment for four months.

However, each of the above defendants is against the defendants for a period of one year from the date this judgment became final and conclusive.

Punishment of the crime

A licensed administrative agent shall not transfer or lend his/her certificate of confirmation of report to any third person, and no person shall take over or borrow a certificate of confirmation of report of a licensed administrative agent from any third person, and no person, other than a licensed administrative agent, shall provide his/her services as a business.

1. Defendant A

A. From January 1, 2019 to May 8, 2020, the Defendant lent to B a certificate of confirmation of non-report on administrative business, and let B conduct the business of transferring the vehicle, which is a licensed administrative agent, by proxy, as described in the following paragraph 2, and received a total of KRW 1,587,180 as the fee for the lending of the name.

B. From January 1, 2019 to February 28, 2020, the Defendant lent C a certificate of confirmation of non-report on administrative business to enable C to perform the duties of transferring the vehicle, which is a licensed administrative agent, by proxy, as described in the following paragraph (3), and received a total amount of KRW 961,673 as the fee for lending in the name of the Defendant.

2. Defendant B leased a certificate of confirmation of non-report of administrative business to A from January 1, 2019 to May 8, 2020, on condition that the Defendant provided approximately KRW 20 to 300,000 per month to a licensed administrative agent A, and Defendant B obtained a certificate of confirmation of non-report of the administrative business; Defendant B used a certificate of confirmation of non-report of the above administrative business at the registered office of the Si/Gu Si/Gu Si/Gu/U.S. and obtained a total of KRW 63,50,000,000 as an agent for the registration of the vehicle, which is a licensed administrative agent.

3. From January 1, 2019 to February 28, 2020, Defendant C leased a certificate of confirmation of non-report of administrative business to A, on condition that the Defendant provided approximately KRW 20 to 3 million per month to administrative agency A, and Defendant C obtained a certificate of confirmation of non-report of the administrative business. The Defendant used a certificate of confirmation of non-report of the administrative business at the Gu, Si, Si, Gu, and Gu, Si, Si, to use the certificate of confirmation of non-report of the above administrative business, and obtained a total of KRW 1,594,00,000 as an agent for the registration of the vehicle, which is a business of an administrative
