Ⅰ. The guilty part

1. Criminal facts;

1. Defendant A is a person who served as a senior public official in the position of the Prime Minister’s public service ethics support center from July 21, 2008 to July 5, 2010.

B A retired from office as a police officer on June 30, 2008, and thereafter from July 21, 2008 to July 5, 2010, a person working as the head of the first team team team for the inspection of the public service ethics support center from July 21, 2008.

(E) Defendant C is an official belonging to the Ministry of Employment and Labor who has served as a team leader from July 21, 2008 to July 5, 2010.

D From July 23, 2008 to September 4, 2008, D served as a team member of the public service ethics support center in the Prime Minister’s office, from September 5, 2008 to February 11, 2009, respectively, as a team member of the public service ethics support center in the Seocho Police Station from February 12, 2009.

2. The establishment of a public service ethics support office and the scope of its business affairs were newly established on July 21, 2008 by the amendment of the Prime Minister’s Office and its affiliated agency’s Organization (Presidential Decree No. 20922). Based on the Prime Minister’s Office and its affiliated agency’s authority to supervise the Prime Minister’s Executive Ministries under Article 86(2) of the Constitution and Article 16 of the Government Organization Act, matters concerning support for boosting the morale of public officials under Article 13-2 of the Decree on the Organization of the Prime Minister’s Office and its affiliated agencies;

2. Matters related to supporting the settlement of grievances of public officials;

3. Matters concerning the discovery of outstanding public officials;

4. Matters concerning the establishment of a public service society;

5. Matters concerning the inspection of weaknesss and the improvement of systems;

6. It shall be a department in charge of handling other matters instructed by the Prime Minister concerning support for public service ethics.

3. Crimes related to Q and R;

A. The background leading up to the commencement and the defendant B related to the public offering shall be based on the non-scriptive method in July 2008.
