The defendant is a person who operates Seo-gu Incheon Metropolitan City CD.

From November 2013 to July 10, 2014, the Defendant installed one air exhauster (40ma), two compresseders (15mao-hour 1 and 10mao-hour 1), which is a noise emission facility, at the same place of business, without reporting to the competent authority, and operated the facility using it.
