At around 07:00 on September 6, 2012, the Defendant was the captain of a military fishing vessel B, and around 5.5 nautical miles (N 36°03.6 east, east, 126°3.5 east, 5174-7 east, the Defendant loaded coastal sea-based fishing gear (5 breadth, 15 breadth) without obtaining permission for operation purposes at the northwest, Gun Forest Port, Gun Forest, Gun Forest, and Gun Forest (east, 3.6 east, 126°3.5 east, 5 breadth each breadth).
