1. The plaintiff's claim is dismissed.

Reasons
The defendant is a non-corporate body, the purpose of which is to jointly manage village property and promote mutual friendship among residents with the residents of D and E (hereinafter referred to as the "Defendant Village") located in the Gyeongjin-gun, Chungcheongnam-do.
