1. The summary of the facts charged is the chief of the general affairs division of the administrative management department of C affiliated with C, and the managing body of the elevator established in Suwon-si C in Suwon-si D.

No managing body of an elevator shall operate the elevator without undergoing a regular inspection conducted by the Minister of Public Safety and Security for the relevant elevator.

Nevertheless, the Defendant operated the said elevator by May 27, 2015 without undergoing a regular inspection even after September 3, 2014, which was the expiration date of the regular inspection for the elevator installed in the above building (elevator E).

2. The managing body of the above elevator asserted by the defendant is the Secretary-General of C, who is the subordinate body of F, and the defendant is merely the Director-General of C and is not the managing body of the elevator facility safety management.

3. Determination

A.
