Defendants shall be punished by imprisonment for four months.

However, the execution of each of the above penalties for two years from the date this judgment becomes final and conclusive.

Punishment of the crime

1. Any person who intends to engage in the business of collecting, transporting, recycling, or disposing of wastes shall obtain permission from the Mayor/Do Governor;

Nevertheless, the Defendants conspired to collect, transport and load approximately 141.87 tons of commercial wastes (waste vinyl, waste plastics, waste fiber) without obtaining permission from the administrative agency on the lease of an empty factory in Hanam-gun from April 20, 2019 to February 25, 2019.

The Minister of Environment, the Mayor/Do Governor, or the head of a Si/Gun/Gu may order a person who treats wastes to take necessary measures, such as change of the method of disposal of wastes, disposal of wastes, etc. within a specified period when wastes are disposed of or buried in a manner not in compliance with the standards for disposal, and the person

As described in paragraph (1), the Defendant, while collecting, transporting, and loading approximately 141.87 tons of commercial wastes without permission, did not comply with an order to take measures without justifiable grounds despite the Defendant’s receipt of an order to lawfully dispose of the said wastes from the head of the Haan-Gun Office and the office of the Haan-gun, Haan-gun, Haan-gun, Haan-gun, Haan-gun, by June 30, 2019.
