On October 18, 2018, at around 13:25, the Defendant, as deaf-mute, driven a DNA cargo vehicle without obtaining a driver's license from around 10 meters in a section of about 10 meters from the Mail-gun, Seongbuk-gun, Seongbuk-gun, to the front side of the entrance.
