At around 17:50 on November 5, 2013, the Defendant publicly insultingd the victim G by saying, “A election management member, D head of the management office, E head of the management office, F management officer, etc., who are in charge of the management office of the apartment building B in the Jeonju-gun, Jeonju-gun, 2013.”
